Briggs B30313 Tank To Bowl Gasket comes as pictured. This gasket is a three inch tank to bowl gasket. Therefore it works with a three inch flush valve. The tank to bowl gasket goes onto the flush valve below the nut. Therefore it is in between the tank and bowl. Also it is made from rubber. Therefore it creates a seal, due to its soft rubber texture. 

This gasket fits the model 4140 Briggs tank. This tank to bowl gasket is made specifically for that tank. Therefore it will work properly. Also it should not leak or allow any water to go through it.
